Study day for the explanation of Resolution 1275 and Resolution 0003

Monday morning, 03/06/2023, Prof. Khaled Ramoul, rector of the university of Blida 2 Lounici Ali, supervised the opening of a study day at the Said Ayadi Auditorium. The study day aimed at explaining resolution 0003 relating to the acceleration of continuing education within the university, and resolution 1275 inherent to the creation of a start-up (patent). The vice rectors, the deans of the faculties, the vice deans, the heads of departments, as well as the director of the incubator of the university of Blida 2 were present.
During his opening speech, Prof. Ramoul indicated that the study day came to make a general assessment of the results of resolution 1275 and the achievements of the incubator, which is nearing the end of the first phase , after the students involved in the Emerging Enterprise Certificate Project – Patent have completed their training. The rector added that that day also aimed to explain resolution 0003 of January 23, 2023, which defined the conditions and modalities for the organization of continuing education in higher education and scientific research institutions. The resolution guarantees continuous training or lifelong training, thus offering new models of education, training and degrees, including certifying and qualifying training.
During his speech, the director of the incubator, Prof. Sid Ahmed Hadj Aissa, presented a general report on the progress of the work, specified in the schedule drawn up by the incubator in coordination with the national commission, follow-up on innovation and incubators. He mentioned, In particular, that the project selection process within the first session included forty projects, bringing the result of this number to 95 projects within the second round of the project selection process, to reach 115 projects in the final step.
In the same context, the vice rector in charge of pedagogy, Prof. Said Boukhaouche, confirmed that resolution 1275 places the responsibility on the university to advance economic development, continue to work forward and engage in the success of resolution 1275, emphasizing that all the steps, meetings, and activities of the awareness days organized by the university go in this direction.
The vice dean in charge of pedagogy at the faculty of economics, commercial sciences and management, presented a detailed and explanatory presentation on the method and the stages of elaboration of a dissertation in the context of resolution 1275. She notably underlined that the main actors in this process were the students, the management team, the incubator, as well as the administration.
For his part, the member of the local commission for continuing education, Prof. Mohamed El Aggoun, said that resolution 0003 was part of the ongoing structural reforms in academic institutions and gives new dynamism to life in the university. According to him, the resolution opens the way to different sections of society, including employees and professionals, to access the university and continue their studies or update their skills. This resolution also allows them to receive new training and acquire new skills in various practical areas.
Prof. El Aggoun underlined that continuing education was part of three major schemes: certifying continuing education, qualifying education and training in the form of short courses. He added that the training models could be in two modes: face-to-face or remote, or alternatively, i.e. in hybrid mode. The same speaker noted that continuing education could be done through home-based training, that is to say within the university, or dynamic training, which is what ensures the continuity of training in the field of work and university at the same time.
In the same vein, Prof. Ahmed Benhadja, member of the local continuing education unit, said during his speech that continuing education or lifelong learning allows the individual to receive knowledge at different stages, in different age groups and in different disciplines. Among other things, he pointed out that this training was a model A format approved by the society, especially the human resource management sectors, in order to acquire the necessary skills for individuals to perform their tasks and develop them to improve and provide an appropriate environment to encourage training in economic and social institutions.
